PQR can differ by authority, profession, title and category. A profile review should be considered before spending on an application.

Qualification

A recognized degree or diploma for the title applied for — for example, a Bachelor's degree in nursing for Registered Nurse, or MBBS/MBChB plus a recognized specialty certificate for a Specialist physician.

Experience

Post-qualification clinical or professional experience — commonly two (2) years for a general title. A gap of more than three (3) years in practice usually adds CME/CPD and retraining requirements.

Licensure

A valid professional licence or registration, plus a Good Standing Certificate (GSC) that is valid and not older than six (6) months when you apply.

Title matching

Alignment between your profile, professional title and authority category — the title granted must match what is listed in PQR; you cannot apply for a higher or lower title without meeting its specific requirements.

What does PQR mean?

PQR means Professional Qualification Requirements.

Why is PQR important?

It sets one qualification and experience ladder that DHA, MOHAP, DOH and SHA jointly publish and apply, so a PQR-compliant title from one Authority is generally recognized by the others instead of being reassessed from scratch.

Is PQR the same for every authority?

Mostly — the qualification and experience tables are shared across DHA, MOHAP, DOH and SHA, but specialty licensing can still differ by Authority. For example, DHA licenses seven Specialized Psychologist tracks directly, while every other psychology specialization is licensed through CDA instead.

What factors affect PQR eligibility?

PQR checks your educational qualification, clinical or professional experience, current licence and Good Standing Certificate (GSC), and — for most titles — Primary Source Verification (PSV) of your documents. A GSC must be valid and not older than six (6) months at the time you apply.

Can I apply if I do not meet PQR?

It depends on your profile. More than three (3) years out of clinical practice generally triggers PQR's Discontinuity of Practice rule, requiring extra CME/CPD hours and supervised retraining. Non-UAE nationals with more than five (5) years out of practice cannot apply under PQR at all.

Does DataFlow replace PQR?

No. Verification and PQR are distinct parts of a potential licensing pathway.

How many exam attempts do I get?

PQR allows three (3) attempts across the Authorities for most titles. A fourth and final attempt with a different Authority is available after three failures, subject to conditions, and does not apply to upgrading to a Tier 3 Consultant title.

Is my overseas licence recognised without a UAE exam?

It can be, depending on your title and country. PQR lists recognized international exams and licensing bodies — for example the UK's PLAB, the USA's USMLE, Canada's LMCC/NCLEX, and equivalents in Australia, Ireland, New Zealand and others — that can exempt a valid pass record from the UAE licensing exam.

No. Final decisions remain with the relevant authority.
